Strategic Plan & Roadmap Development for a Community Bank

Strategic Plan & Roadmap Development for a Community Bank

A mutual savings bank serving a rural regional market engaged SolomonEdwards to facilitate a structured strategic planning process to align the Board and senior leadership on the Bank’s mission, vision, values, and goals, and to build a prioritized five-year roadmap with clear owners and measurable targets.

Challenge

The Bank needed a strategic plan and roadmap to guide decision-making and investment priorities over the next three to five years. The Board and senior leadership lacked a shared, documented view of the Bank’s mission, vision, values, and goals, putting alignment on future investment and growth decisions at risk. The Board was challenged with a consistent means of measuring leadership performance and lack of a framework for prioritizing investments and initiatives, leaving key priorities to compete for attention without a clear guideline for sequencing and resourcing them.

Solution

SolomonEdwards facilitated an end-to-end strategic planning process for the Bank’s Board and executive leadership, beginning with an anonymous Director survey, one-on-one interviews, and a review of financial and market data to surface key themes, risks, and opportunities ahead of the working sessions.

The team then led two full-day, in-person working sessions. Day One grounded the Board in the current-state data and cultural assessment and aligned leadership on the Bank’s core values and mission. Day Two defined measurable objectives and targets for each strategic goal, built an initial inventory of initiatives and investments, and walked through governance, cadence, and accountability for the plan going forward.

SolomonEdwards then synthesized the inputs into a five-year Strategic Plan and Roadmap defining four strategic goals, measurable KPI targets benchmarked against the Bank’s risk appetite ranges, and a prioritized initiative sequence — organized into near-, short-, medium-, and long-term horizons — with named owners.

Outcome

The Board approved a 2026–2031 Strategic Plan built around four goals.  Each goal carries specific KPI targets, benchmarked against the Bank’s financial risk appetite for key financial indicators.  The accompanying five-year Roadmap sequences initiatives from near-term actions, each with a named, accountable owner and a target delivery timeframe. SolomonEdwards also delivered a recommended governance cadence — monthly KPI reviews, quarterly formal strategy reviews, and an annual refresh — plus board-oversight best practices, so the plan functions as a living tool the Board revisits every quarter rather than a one-time document.
